MR ROBIN BUTLER: HONG KONG ASSOCIATION

1 Mr Robin Butler, Secretary-Designate of the Cabinet, will be lunching on 14 December with the Committee of the Hong Kong Association.

Mr Woolley (Sir Robert Armstrong's Private Secretary, but acting for Mr Butler during the handover period) has asked me for an FCO brief to bring Mr Butler up to date on current Hong Kong issues before the lunch. He has in mind 2-3 sides of notes on contentious issues, with an indication of our line on each but without any background.

Mr Woolley would like the note by 1500 on Friday 11 December. It can be sent to him direct: no need to go through this office.
