(Opening remarks)

1. Welcome this opportunity to meet you and your LegCo colleagues, and to hear your views at first hand. Understand importance you attach to issue of representative government in Hong Kong. It is given equal importance by HMG and Hong Kong Government.

2. Before I invite you to set out your views, wish to make one point

clear from the outset. The Hong Kong Government have conducted review of representative government in closest consultation with HMG. We have full confidence in their handling of review.

Conducted in good faith by all concerned. Believe Survey Office carried out its task impartially, as required by its terms of

reference. Independent monitors have attested to this. Consider Survey Office report a fair and objective reflection of views

expressed to it. No decisions have yet been taken. Hong Kong government will publish a white Paper in February.
