1.
Lord Glenarthur has agreed to receive Mr Cheong-Leen this
afternoon at 3.10pm.
2.
Mr Cheong-Leen is a LegCo member, elected by the Urban
Council. He has long been a member, and until recently was Chairman
of the Urban Council. He is a well known public figure in Hong
Kong, of reasonable and moderate views. I have known him for twenty
years. He has kept his head down in London so as not to be
associated with Mr Martin Lee (of whom he disapproves).

In the 18 November debate in LegCo on the Survey Office
report, Mr Cheong-Leen concluded "My assessment therefore -
have to recognise it somewhat reluctantly is that there is no
overwhelming majority among the population in general for direct
elections to be introduced in 1988. That being the case, we can
only hope that direct elections to the Legislative Council can come
about if not in 1988, then either in 1990 or 1991".

Attached are brief notes on Mr Cheong-Leen and a copy of the
points to make and defensive points submitted for Martin Lee's visit
on 8 December.
