REVIEW OF REPRESENTATIVE GOVERNMENT: DISTRICT BOARD AND MUNICIPAL COUNCILS

Lord Glenarthur has seen your submission of 10 December. He has commented that it is very regrettable that the Hong Kong Government could not have given greater advance notice of this matter. He is concerned in particular by the presentational aspects, and the possibility that critics of the Review (such as Mr Martin Lee) will pick up this element to cast doubt on the whole process. He hopes the Hong Kong Government will consider very carefully how they intend to present the announcement to minimise the likelihood of criticism.

Despite these concerns, and subject to clearance of the presentational line with the department, he does not see that there is any alternative but, reluctantly, to accept the Hong Kong Government's proposal.
