1. Lord Glenarthur agrees with the recommendations in your submission of 30 November (below) on pre-emptive briefing in advance of the visit to London by Mr Martin Lee and his delegation. He attaches particular importance to News Dept giving background briefing to selected journalists.

2. Mr George Foulkes MP has put down a Parliamentary Question about the FCO's proposed handling of this delegation. He has not made contact with Lord Glenarthur in connection with his Question; and Lord Glenarthur does not intend to take the initiative in briefing him. He will however draw Lord Cledwyn's attention to Mr Foulkes' Question.
