General public impression of Survey Office report:
Survey Office has done conscientious and objective job.
Report shows widespread support for principle of direct
elections, but clear division of views on timing of their
introduction. No clear majority for introduction in 1988.
This assessment of report shared by majority of LegCo.
Mr Lee represents minority view in LegCo and the general public:
Questions integrity of Hong Kong Government in conducting entire
review.
Alleges review deliberately designed to confuse issues.
Implies collusion between HMG, HKG, independent Survey Office
and independent monitors to defraud public.
Claims report shows clear majority in favour of introduction of
direct elections in 1988.
Alleges we have done deal with Chinese Government to delay
introduction until 1991, contrary to public wishes.
