English Translation of Drafted Declaration Referred to in Circular

We are a group of Hong Kong people now studying or working in Britain. We are concerned about the development of democratic Government in Hong Kong and are very disatisfied with the method used to collect public opinion on the Green paper as revealed in the recent publication of the "Survey Office" report. We think that the Survey Office did not take full account of the views submitted by the many members of the public. We request the Hong Kong Government:

To treat the two hundred and thirty thousand signitures collected in support of direct elections in 1988 in the same way as the other eleven hundred thousand individual submissions;

To review the reliability of the opinion polls survey taken by the AGB McNair Research company and to give equal weight to other professional surveys on public opinion; and

To carry out a referendum to ascertain the public's feelings towards the introduction of direct elections in 1988 if the Government has not had a full grasp of public opinion.

Also we request the British Government:

To ensure that the Hong Kong Government stops distorting public opinion of Hong Kong; and

To act according to the will of the public, to elect not less than one fifth of the seats in the Legco by way of direct election in 1988.
