Legislative Council

to make no change in the numbers and relative proportions of Official, Appointed and Elected Members;

to conclude that direct elections to the Legislative Council are not desirable;

to conclude that, in principle, some element of direct elections is desirable, but that it should not be introduced in 1988;

If changes are desired in 1988, it will be possible to make one or more of the following changes, *.8. increase slightly the number of official Members, reduce the number of Appointed Members, increase the indirectly-elected members or have directly-elected members.
