We are a group of Urban

Councillors, Regional

District Board

Members. We believe that the only

Councillors,

guarantee for the policy of "one country, two systems" to

succeed is to establish a democratic system which will enable

Hong Kong to exercise the "high degree of autonomy"

promised in

the Joint Declaration when its sovereignty reverts to China in

1997. In particular, we fully support the Delegation's

that partial direct elections should be introduced in the Hong

Kong Legislature in 1988 because this is in accordance with the

view of the majority of the Hong Kong people.

We strongly request the Prime

Geoffrey Howe to receive the Delegation.

Minister and Sir

This is the only way

for the British Government to show that the views of the Hong

Kong people are being respected and not ignored.
