Review of Representative Government:
Strategy
The Secretary of State has read your submission of 20 January and the Strategy Paper. He notes that ExCo will be discussing the issue on 27 January, and he looks forward to seeing their views. He thought the Paper was well written.
On operational points, he does not think that we should commit ourselves to the March meeting until we are certain that we are going to get clearance from all quarters for the paper which it is proposed to hand over. It may for instance take time to clear it with No 10. This need not prevent us from exploring the possibility of a meeting.
More generally the Secretary of State would like you to consider what needs to be done to inform the House of Commons and No 10 about PRC anxieties. The recent leadership disturbances in the PRC might have an influence either way.
We also need to think how we can influence opinion in Peking in the direction of a small proportion of direct elections: could more use for instance be made of BLDC members such as Maria Tam?
The point of all this would be to make the outlook if possible a little less confrontational.
