PROPOSED MESSAGE FROM SECRETARY OF STATE TO WU XUEQIAN
Thank you for your message about the appointment of
Sir David Wilson as Governor of Hong Kong, I share your confidence
that Sir David's appointment will assist the continued
implementation of the Joint Declaration and the maintenance of
stability and prosperity in Hong Kong.
I am
1987 is an important year for Hong Kong. The work of the Basic
Law Drafting Committee has now entered an intensive phase.
very pleased that we have been able to have such fruitful exchanges,
through a number of channels, about issues connected with the
drafting process and hope that these will continue.
On our side, as you know, there will be a review of
representative government in Hong Kong. I am very aware of the
sensitivities involved in this exercise. We shall be approaching it
prudently and with an open mind. We have taken no decisions in
Qay advance. All the issues will be explained neutrally and decisions
would
onlyfter on any changes, and their timing, witt be taken after careful
reflection and in the light of the views which are expressed.
hope that you have no remaining doubts about this.

Above all I hope we can maintain the closest possible dialogue
over the issues that may arise during the year ahead. When I was in
Hong Kong Last year I expressed my confidence that the British and
Chinese governments would be alive at all times to each other's
concerns, as well as to the views expressed by the people of Hong Kong. for our part that remains firm intention.
I always particularly value opportunities to discuss matters
with you personally. I understand that you will be visiting a
number of countries in Western Europe during the second half of
March. May I suggest that we meet at some point during your tour? I should be happy to travel to one of the cities which you will be
