The possible approaches are
(i) to decide that no move should be made to
introduce direct elections in 1988;
(ii)
(iii)
to accept, in principle, that a component of
directly elected members might be introduced
but
(that
in due course, that the time is not yet ripe
and the issue should be considered at a later
date;
to introduce a small component of directly
elected members in 1988 by means of either :
(a) territory-wide elections with candidates
selected by the simple majority method;
or
(b) constitency-based
elections
with
candidates selected by a preferential
voting system designed to ensure that
successful candidates have the support of
a majority of their constituents.
