Geographical constituencies
50.
of
The machinery for conducting elections on the
basis of geographical constituencies exists at district
level and has been shown to work well. An alternative
to a territory-wide election is therefore to use the
existing system (for example by amalgamation
District Board or municipal council constituencies), to
create the number and size of constituencies thought to
appropriate as a basis for conducting direct
elections to the legislature.
be
Such constituencies
might be relatively large constituencies (say five
or more
covering all the territory), each electing one
members to the Council, or relatively small, single
member constituencies. There is, of course, a range of
choice between these broad parameters.
arrangements are set out in Appendix
(Some possible

If direct elections to the legislature were
to be based on geographical constituencies, they would
to some extent duplicate the role of the electoral
college. There would be a dual system of geographical
representation, one based on direct elections, and the
other on indirect elections.
