The machinery for conducting elections on the

basis of geographical constituencies exists at district

level and has been shown to work well. An alternative

to a territory-wide election is therefore to use the

existing system (for example by amalgamation

District Board or municipal council constituencies), to

create the number and size of constituencies thought to

appropriate as a basis for conducting direct

elections to the legislature.

to be based on geographical constituencies, they would

college. There would be a dual system of geographical

representation, one based on direct elections, and the

other on indirect elections.
