The main options for further change in 1988 are :

(i) to retain the present nine constituencies electing

12 members to the Legislative Council;

(ii) to maintain the existing number of constituencies

but to enlarge the scope of some constituencies

with an additional seat or seats in the Legislative

Council allocated to them;

(iii) to expand the system to include one or more

additional constituencies with their Own seats in

the Legislative Council.

There are, of course, a number of permutations of options

(ii) and (iii) which could be considered.

In view of the representations which have already

been made by some sectors of the community, for recognition

as functional constituencies, option (i) would undoubtedly

leave many groups dissatisfied. Option (ii) would enable

some existing constituencies

more widely

to

be

representative. It might, however, lead to problems if too

many different professional/interest groups were included

within one constituency.
