The 1987 Review is thus a further stage in the

gradual [and

continuing] process of development Of

representative government in Hong Kong, in accordance with

the broad aims laid down in the 1984 White Paper. The

Review will include a comprehensive assessment of progress

in the development of representative government at the

government, regional and district

levels of central

administration.

It will also consider specific issues

carried forward from the 1984 White Paper, namely the

position of the Governor as President of the Legislative
