"The possible approaches are
(i)
(ii)
to decide that no move should be made
to introduce direct elections;
to accept, in principle, that a
component of directly elected members
might be introduced in due course, but that
the time is not yet ripe for its introduction
in 1988 and the issue should be considered
at a later date;
(iii) to replace the electoral college members
in 1988 by an equivalent number of members
directly elected by means of constituency-
based elections;
(iv)
to introduce a small additional component
of directly elected members in 1988 by
means of either :
(a) territory-wide elections with candidates
selected by the simple majority method;
or
(b) constituency-based elections; with
candidates selected by a preferential
voting system designed to ensure that
successful candidates have the support
of a majority of their constituents.
Para. 59 would then be appropriately recast.
