4 If the new Governor is asked specifically what "the present
general timetable" is, then I think he would have no alternative but
to recall that the Hong Kong Government has stated in the past that
the Green Paper will be published in April or May. If he was to
decline to do so, this would certainly leave doubts about our
intentions.
