SECRETARY OF STATE'S VISIT TO THAILAND, AUSTRALIA,
NEW ZEALAND AND FIJI: 20-25 APRIL, 1987
1. In his minute of 9 December, Mr Culshaw gave the Secretary of State's comments after a fresh look at his draft programme. This submission takes account of these comments and other developments which have resulted in a revised latter part of the programme, which
is attached.
2. For the Thailand leg, I understand that the Secretary of State
has accepted the recommendation in Mr Adams' submission of
12 December that he should attend the ESCAP dinner. Our Embassy in Bangkok have consulted the Thai MFA about the programme. The MFA have confirmed that the Secretary of State will be accorded Guest of Government status. Mr Hum's submission of 13 January injects a
further thought in the Thailand programme, which I have not as yet
included, namely that the Secretary of State should meet with Mr Wu, the Chinese Foreign Minister, who will also be in Bangkok for the ESCAP meeting.
3.
The Australian and New Zealand legs of the journey are unchanged. In Fiji we have been able to shorten the programme by omitting the call on Mr Naisali. However the use of the slightly slower chartered aircraft has resulted in a net saving of only 15
minutes in the time of departure and therefore eventual arrival in
