HONG KONG: 1987 REVIEW OF REPRESENTATIVE GOVERNMENT: STRATEGY

1. I submit a paper discussing what our strategy should be in

handling this year's review of representative government in Hong

Kong. It has been agreed with the Hong Kong Government and the

Embassy in Peking. I have discussed it with Sir D Wilson, who is

content. The Acting Governor will be consulting ExCo on the paper

in parallel with this submission: ExCo will discuss the issue at

their meeting on 27 January and I shall bring any comments to the

attention of Ministers.

3. The first is the recommendation that we adopt the Limited

delay" option in the timing of publication of the Green and White

Papers (paragraphs 14-16). This would involve publication of the

Green Paper in late May and of the White Paper in February 1988. I

think it is already generally accepted that to delay the Review by a

full year would not be politically feasible. When he spoke to the

media on 16 January Sir D Wilson was authorised to take the line

that the general timetable for the publication of the Green Paper

would be maintained. In the event he did not need to use such a

detailed formula, but he confirmed in general
