Speech by Mr Sohmen

The Secretary of State wonders whether you have seen the attached speech made to Legco by Mr Sohmen, who is the son-in-law of Y K Pao. He found it quite thought-provoking. He also assumes that since Mr Sohmen is Austrian by birth, he will have some degree of detachment from the Hong Kong scene and from its history.
