The Department has taken a close interest in the plan, as it represents probably the last major project opportunity in the colony before the transfer of sovereignty. We have made a grant of £150,000 available from the Overseas Projects Fund to Ove Arup, Costains, BAA and Slipform to part-fund a Feasibility Study, in recognition of the possible benefits to British exports of goods and services. Mr Wu has made much of this decision in Hong Kong.

Mr Wu's plans will also have to be judged alongside those being developed in the People's Republic, for example a planned new airport in Shenzen.
