1 The proposal by Mr Wu is visionary, and if successfully

implemented, would have a major impact on the future of

Hong Kong.

2 The British Government recognises that decisions on whether

the project will proceed and in what form are for the Hong Kong

Government to take.

Should the project proceed, the British Government will

strongly support the efforts of British companies who are keen

and competent to participate.
