I attach copies of short notes we have contributed to the briefing which Hong Kong Department in the Diplomatic Wing are preparing for the Secretary of State (who will see Sir Y K Pao at breakfast tomorrow) and for Mr Renton (who will see him at lunch, also tomorrow).

2. The Secretary of State's office asked that the notes be kept very short. Neither brief is controversial within Whitehall: on Ningbo Steelworks Mr Channon is being briefed to take the same line when Sir Y K Pao calls on him on 11 May.
