I attach a further letter which the Secretary of State has received from Sir Y K Pao about his project on the exchange of libraries. I should be grateful for advice on what reply the Secretary of State might send.

Charles Powell has confirmed to me that the Prime Minister has received a letter from Sir Y K and has replied to it. I do not think that she said anything substantive in the reply.
