CALL ON MINISTER BY SIR Y K PAO 3.30PM ON WEDNESDAY 14 OCTOBER

I attach briefing for this call.

2. I regret that it has been necessary to brief at some length. But the meeting may call for delicate handling and the Minister will wish to be fully informed about the background. Unfortunately, it has not been possible to simplify the issues before the meeting because Sir YK Pao has kept affairs very much in his own hands. rather than allow his London office to negotiate much on his behalf.

For example, officials of the Sir Y K Pao Foundation have not

been able to confirm for certain that Sir Y K Pao intends to raise

the main issue covered in the brief, although his London office agree that it is certainly the most likely topic.

3.

Mr Caines, the Senior British Commissioner for the scheme,

is not available for the meeting. I propose that Dr Iredale (Second

Commissioner), Mr Alexander and I should attend.
