reflect public opinion faithfully.

Contacts with Chinese going well. Most useful discussion with Foreign Minister Wu Xueqian in New York in September.

3. Hope that, as co-Chairman of "Overall Working Group", you are impressing on Chinese need for Basic Law fully and faithfully to reflect Joint Declaration. Vital that first draft of Basic Law published next year be capable of winning confidence of Hong Kong people. Sure you will not let Hong Kong down.

4. How is Party Congress likely to turn out? Will the reform programme be clearly endorsed?
