Role of NCNA Director in arrival ceremony
for new Governor
NCNA were informed by APA II on 4 April of the new
arrangements whereby Director Xu would be one of the party
greeting Sir D Wilson on Queen's Pier. It was explained that
the Doyen of the Consular Corps and the Director would join the
Chief Justice. Chief Secretary, Attorney General, Senior
Unofficials of ExCo and Legco and the bishops and would be
introduced after them.

On 5 April Mr Chen of NCNA telephoned APA II to say
that Director Xu had been informed and had asked that the
following be passed to the Hong Kong Government:
(a)
He appreciated the help we had given;
(b)
(c)
Since he was to be one of the pier party he saw no need for him also to attend the swearing-in ceremony and the reception;
He noted that the original arrangements had not included the Doyen's appearance on the pier. He
pointed out that NCNA had a special position in Hong
Kong. It was not part of the Consular Corps. He
wished to be accorded the same order of protocol in
the greeting party as he had had when the Queen visited Hong Kong.
