The biographical notes on leading businessmen and community figures are incomplete because not all are willing to volunteer information about themselves.
The 'fresh initiatives' paragraph produced by the Secretaries are somewhat disappointing. During my regular discussions with them over the coming weeks I will try to encourage them to be more forward looking. We can discuss this further when you are in Hong Kong, I have some ideas of my own.
I have included two important reports which are referred to in the briefs: The Education Commission Report No. 2 and The Delivery of Medical Services in Hospitals. Both are currently being examined in detail by the Administration and decisions will be required before the end of the year. I think it would be helpful for you to have the full background before you arrive.
An overview of the state of the economy and an assessment of the political mood and outlook will be sent to you in the fourth week of March to give a more up-to-date picture of the situation in Hong Kong just before your arrival.
