PRC commitment to implementation of Joint Declaration on future of Hong Kong amply demonstrated by its actions and statements since Declaration signed in 1984. See no reason why recent changes should affect

this.

Welcome statement by Chinese Prime Minister, Zhao Ziyang [pron. Jow Zeryang], that China's internal and external policies will not be affected. Chinese Government spokesmen have emphasised policies towards Hong Kong will not be affected.

Reactions in Hong Kong have in general been calm and measured. Recognition that what matters for Hong Kong is implementation of Joint Declaration.
