Sir D Wilson's arrival in Hong Kong will be announced on 12

February;

background revised to cover the same point;

a revised set of Supplementaries, expanded and laid out in

accordance with the Secretary of State's wishes. The last

Supplementary, on the Annual Report, reproduces the terms of

an inspired PQ which I shall be submitting separately for

written answer on 18 February.
