Thank you for your letter of 30 December to Geoffrey Howe, who has asked me to reply.

I

Your letter enclosed a further letter from Squadron Leader Wheeldon, regarding an article by Mr Harvey Stockwin in the South China Morning Post of 14 December. I have read the article with interest. do not accept several of the judgements made by Mr Stockwin. But I agree with him on two points: firstly, the high regard Mr Stockwin appears to have had for the achievements of the late Governor Sir Edward Youde (despite his being a Mandarin-speaking member of the FCO, whose virtues Mr Stockwin seems otherwise to decry) and secondly, the need for us to consider very carefully indeed who should succeed Sir Edward in this important post. We are giving careful thought to this, and an announcement will be made as soon as possible.
