How should we reply to Mr Leigh's letter of 30 December to

the Secretary of State, enclosing a letter from a constituent

concerning an article by Mr Stockwin in the South China Morning Post

(SCMP) of 14 December?

Recommendation

I recommend that Mr Renton reply on the lines of the

attached draft.

Background

3.

Mr Stockwin's article, written in the form of a memorandum

to the Prime Minister on the type of person who should be appointed

as the next Governor of Hong Kong, is very much par for

Mr Stockwin' S course. Stockwin became a correspondent for the SCMP

during the Hong Kong negotiations, and made something of a local

name for himself as a spokesman for the "no surrender" school. I

think it is fair to say that his views are not widely respected in

Hong Kong. He has been described privately by one senior HKG

official as a "latter-day liberal imperialist".
