The record shows that Deng responded to Lord MacLehose's
statement on the problem of leases in the New Territories by warning against any reference to the continuation of British administration,
adding that "by 1997 China might take over Hong Kong". This of
course does not amount to a categoric statement of China's intention
as claimed by Bowring. I have also looked at the records of Lord
MacLehose's meetings with the then Foreign Minister, Huang Hua, and
other leading Chinese, None of these support Bowring's version.
Thus the records confirm that there is no justification for
Bowring's allegation that the people of Hong Kong were deliberately
misled about China's intentions.
