We represent more than 100 Chiu Chow organizations and about one million Chiu Chow residents in Hong Kong. We wish to express our views on the appointment of the next Governor of Hong Kong.

It is the general view that the next Governor of Hong Kong must have a profound knowledge of China, although he needs not be a China expert. He must be thoroughly familiar with Hong Kong's internal affairs and be prepared to advocate and defend Hong Kong's interest.

We believe that Sir David Akers-Jones, the Acting Governor who is due to retire next year, possesses all these qualities and that he should be included in your list of candidates to be considered for appointment as the next Governor of Hong Kong. It is our view that the departure of Sir David from the Hong Kong Government at this vital moment is a great loss to the people of Hong Kong. His continued service will definitely contribute to Hong Kong's stability and prosperity.
