You will see from the latter that both Denys Roberts and we incline to the view that, although the administration of the judiciary should be in the hands of a senior official exclusively concerned with administration, we opt for the "upgraded" Registrar rather than the administrator. I hope I have correctly represented the provenance of circuit administrators in this country.
I shall be going to Hong Kong later this week and hope to discuss these, and other issues arising from the Robinson Report with the Governor and the Chief Justice. I shall keep you in touch with how things progress.
