The total of these costs will be small in relation to the budget and even smaller in relation to true gross operating or running costs (the

appropriate figure for comparison). And I am advising that the

financial effect of implementation will be a reduction in overall

costs. The Judiciary will be more efficient: it will make better use

of the usable court-time and therefore do the same amount of work at

less cost or a given additional amount at the same cost. The costers

should ascertain the various true costs of courts and tribunals and

consider how few of them have to be saved to cover the costs of this

group of recommendations.
