It might be best to go for sound recording in some courts and tribunals and shorthand recording in others with computer-assisted transcription for a very few courts taking cases with obvious

extensive needs for transcription day-by-day or appellate purposes. (V. 25)

35. Management of the court reporting staff should be strengthened and incentives for the recruitment, retention and productivity of staff should be devised. (v. 26)

Judicial Studies

36.

A Judicial Studies Board should be appointed

(1) to devise programmes for the induction of

new holders of judicial office;

(2) to advise the Chief Justice how he might

best use a system of judicial studies in

respect of

(a) the appointment of judges

(b) the matching of judicial resources to

demands and

(c) the creation of opportunities for

changes of work and;

(3) to run programmes. (VI. 13) .
