There will seldom be sufficient judicial recruits at a time to justify a special seminar. Moreover, seminars and conferences will be more productive if designed for both newcomers and established judges. Each newcomer will, however, be expected to attend the next conference after or possibly before his appointment. The appointment of a large enough number of part-time judges would provide a special demand for a seminar.

The experience of most of the Hong Kong Queen's Counsel is probably such that some of the preliminaries could be eliminated for the first appointments. Thereafter both silks and senior juniors might pass through some settled induction process on the way to their part-time appointments. All would participate in seminars from time to time.
