THE START OF THE STUDY

The Terms of Reference

This study of the Hong Kong Judiciary began cn 5th July 1986 with the following terms of reference

(1) To carry out a study of the existing structure

and administration

cf those courts and

tribunals in Hong Keng which form part of its Judiciary.

(2) To make recommendations to the Chief Justice as

(a) what measures might be taken to improve

the efficiency and economical adminis-

tration of these courts;

(b) whether there

should

be

any

re-arrangement of work 25 between the

various courts and tribunals;

(c) whether there should be any alteration

of the structure and hierarchy of the

courts.

My contract was for six months until 5th January 1987. I decided to try and present my Report to the Chief Justice before then so that

there would be time to answer immediate questions before I left the Territory.
