FOREWORD

I owe a great many people all those with whom I have talked or corresponded or who have attended meetings - my gratitude. From them I have obtained an abundance of informatien, much good advice and many ideas and I thank everyone for their time and effort. I take this
opportunity to thank those who have not received personal
acknowledgement of written contributions: the limits of time and
resources caused me to direct all effort on the essential task of producing a considered and useful Report.

I have seen individually all Justices of Appeal and Judges of the High Court and some District Judges, Magistrates and Small Claims Adjudicators and the Member of the Lands Tribunal. Almost all of the other judicial officers I have met in groups cr seen in meetings.
It
goes without saying that I am extremely grateful to all the many judges and judicial officers who have given me their time and help. I have placed considerable burdens on the Registrar, Senior Master and Deputy Registrar of the

mcst especially on the substantive Registrar himself, Mr. N.J. Barnett, who in my first weeks, so helpfully arranged introductions and meetings with all judicial officers then in Hong Kong and guided me to an understanding of the Judiciary's framework and operations.

The Magistrates' Association provided several constructive papers and helpfully sent a delegation of senior officers to discuss
their contents.

The Chairman of the Bar Association, kindly came to two meetings with members of the Bar Association. I am grateful to all of them and to Mr. Henry Litton, Q.C. and several other Queen's Counsel all of whom gave me the benefit of their wisdom and their comments some oral and some in writing.
