We have discussed on past occasions the need to develop a more effective means of identifying in advance issues that may be politically sensitive, either internally in Hong Kong or in relations between Hong Kong and either HMG or the PRC. An exercise has now been carried out here with this end in mind, and I enclose a table setting out our estimate of the politically sensitive issues that may arise this year. Other issues that we have not foreseen are, of course, almost certain to crop up. We shall do our best to pick these up as soon as possible and will make additions to the list as necessary.
