The Governor has asked me to reply to your letter of 24 March 1986 about politically sensitive issues. I am sorry it has taken so long to do so: this is partly because I undertook to look after this part of Alan Scott's "shop" while he has been on leave; but other matters have diverted my attention.
We are glad that you found the previous list useful and will review it on a quarterly basis as you suggest. Meanwhile, an update is attached.
Your point about "representative government" is noted. We will endeavour to break this entry down into its component elements in future.
