The update is helpful in focussing our attention on the wide range of delicate issues which Hong Kong continues to raise, and also in reminding us here of one or two which we might
might otherwise and at our peril conclude were now dormant.

We have the following comments and additions to offer on your updated list:

Sensitive within Hong Kong
Add Capital punishment (more as a hardy perennial than because of any imminent changes).
Add Amendments to Prevention of Bribery Ordinance (though we understand that EXCO has asked that some of the more controversial amendments be reexamined).
Hong Kong-China

DCS items
We would think the Commissioner for Administration idea would definitely be a sensitive one vis-a-vis the Chinese, if it was to be pursued.
SASI items
(ii)
Some aspects of the Broadcasting Review Board Report might be sensitive for the Chinese, particularly regarding any changes to the position of RTHK.
