CONSULATE-GENERAL AND RESIDENTIAL ACCOMMODATION IN

HONG KONG AFTER 1997

1. Sir R Evans, in his letter of 19 December, expresses

some concern at our first estimate of the necessary

establishment for the future Consulate-General at

Hong Kong.

Also attached for reference is the PUS's

letter of 7 November to Sir E Youde.

2. As the PUS noted in paragraph 6 of his letter, the

present estimate does indeed look very large. But, as

puints out

Sir R Evans notes, the Embassy in Peking may grow between

now and 1997. I think we need to continue to base our

estimates on expected need and not be over-influenced

comparison

by (the relationship with the size of the Embassy. If the

Consulate-General needs to be larger, at least to begin
