Sir R Evans, in his letter of 19 December, expresses surprise at our first estimate of the necessary establishment for the future Consulate-General at Hong Kong.

2. As the PUS noted in paragraph 6 of his letter of 7 November to Sir E Youde, the present estimate does indeed look very large. But I think we need to continue to base our estimates on expected need and not be over-influenced by comparison with the size of the Embassy, which may conceivably, as Sir R Evans points out, grow between now and 1997. If the Consulate-General needs to be larger, at least to begin with, this is something we shall have to explain to the Chinese.

There is little purpose in considering the matter further until we also have the views of Sir E Youde. I submit an interim response to Sir R Evans asking Sir E Youde to comment on the establishment question before long.
