1 Thank you for your letter of 19 December.

2 I, too, was struck when I first saw it by the size of the suggested establishment for the Consulate-General. It remains our best estimate at present of what will be required, at least for the first year or two after 1997.

3 We feel that there is no overriding need to arrive at a firmer view on the establishment before the State Visit. But we shall be taking another look at the list once we have Teddy Youde's comments also. I am sending him a copy of this letter, and hope he may be able to let us have his views if necessary on the establishment.
