1. The Secretary (General Duties) wrote to Dr Wilson on
11 August in response to Dr Wilson's letter of 2 May, enclosing
a further proposed revision of our suggested initial establish-
ment. The main changes are increases from 50 to 150 in the
passport section, and from 20 to 45 in the entry certificate
section (the vast majority of these would be locally engaged).
Mr Williams also suggests more tentatively that a resident legal
adviser may be needed.
2. I looked briefly at the passport/EC part of the Hong Kong
Immigration Department last June. It seemed a highly efficient
operation, and I agree with Mr Williams that at this distance,
the best guess we
can make is that we will need the sort of
numbers of officers he suggests to take on this work satis-
factorily. (If large numbers of BDTCs were to obtain third
country passports, and were not to apply for BN (0) passports, we could reduce our estimate for passport work.)

I do not think we need include a legal adviser in our
proposed establishment, which is at this stage mainly for accommodation planning purposes. It seems likely that we shall be able to continue, as at present, to consult legal advisers
in London whenever necessary. If in the meantime we find we have to attach a legal adviser to our JLG office, perhaps for continuing discussion of Basic Law legal issues, we might have
to fit one into the Consulate-General later. But that looks
on balance unlikely.
