HONG KONG: STAFFING OF JLG AND CONSULATE-GENERAL

1. I am sorry that Easter leave and competing pressures since my return have prevented me from replying more quickly to your minute of 26 March.

2. I have only one substantive comment on the revised draft paper. With the Treasury continuing to keep a very close eye on our Senior Grade, it is very unlikely we would be able to split the AUSS Asia and Pacific job. I therefore suggest that the final sentence of paragraph 9 might simply read:

"The practical difficulty posed by the inability to carry on informal contacts with his Chinese opposite number would make the position of the Senior Representative difficult to sustain, while the frequent visits to Hong Kong might neverthe- less create an unmanageable burden for the person concerned".

I have also spotted a few typing errors:

"doubtfully" in option (e) needs a capital D.

in lines 2 and 3 of paragraph 10, "(a)" should read "(c)".

there is a comma missing after "shared" in line 5 of paragraph 11.

I gladly concur with paragraphs 1-3 of the draft letter to the Governor. As requested, I attach a draft paragraph 4.

Should the draft letter be cleared with PUSD? form, the letter will not be easy to file.
