Accommodation in Hong Kong after 1997

I have separately replied formally to your letter of 7 November 1985. My own personal view, for what it is worth, is that your best course would be to decide that the U.K. should have proper, purpose-built facilities for its Consulate-General in Hong Kong and build them in good time.

There are a number of reasons for this. First of all, it would be a symbol of HMG's continuing interest in Hong Kong for the 50 years after 1997. This is important given the commitment to this effect given by the Prime Minister to the Unofficial Members of ExCo, quite apart from the major British trade and investment interests in Hong Kong. Secondly, it would enable you to make proper provision for the various functions that the Consulate-General will carry out after 1997. Thirdly, it would probably allow desirable recreational and even residential facilities to be incorporated in a prime central site.
