A fair amount of work has been done on a suggested manpower establishment, but that is an insufficient guide to space requirements. The formulation of these preferences, requirements and criteria will obviously require long range assumptions about future operational possibilities and will doubtless take time to produce. OED believe that now is the time to solicit the best available information from all likely users of future office accommodation in Hong Kong.
